1.0 TITLE: Information Technology Advisory Board Charter

1.1 EFFECTIVE DATE: October 14, 1999, Revised: April 27, 2006

1.2 TYPE OF ACTION: Update

2.0 PURPOSE: To establish an Information Technology Advisory Board (ITAB) to the Chief Information Technology Officer, Executive Branch (CITO, Executive Branch) and the Information Technology Executive Council (ITEC).

3.0 ORGANIZATIONS AFFECTED: All Branches, Boards, Commissions, Departments, Divisions and Agencies of state government, hereafter referred to as entities.

4.0 REFERENCES:

4.1 K.S.A. 2005 Supp. 75-7203 authorizes the ITEC to: Adopt information resource policies and procedures and provide direction and coordination for the application of the state's information technology resources for all state agencies.

4.2 K.S.A. 2005 Supp. 75-7205 Duties of the Chief Information Technology Officer (CITO).

5.0 DEFINITIONS:

5.1 Information technology is an inclusive term to address the services and functions commonly associated with information systems and telecommunications.

5.2 Voting member – Those individuals appointed as the IT representative from an entity and approved by the CITO that supports this charter

5.3 Non-voting member - refers to a member of interest only.

6.0 POLICY:

6.1 The Information Technology Advisory Board pursuant to K.S.A. chapter 75, Article 72 shall:

6.1.1 Provide the following support to ITEC under K.S.A. 2005 Supp. 75-7203: Adopt information technology resource policies and procedures and provide direction and coordination for the application of the state’s information technology resources for all state agencies;

6.1.2 Administer, implement and support all ITEC policies procedures and ensure compliance by all entities.

6.1.3 Provide advice related to IT procurement, human resources, business continuity and other information technology issues brought to it by the Chief Information Technology Officer, Executive Branch and the Information Technology Executive Council;

6.1.4 Support the Strategic Information Management Plan, the annual 3-year Information Technology Management and Budget Plan, and the Kansas Information Technology Architecture; and

6.1.5 Promote coordination and cooperation among state, local and federal organizations’ programs for effective integration and high quality services and the efficient use of information resources.

7.0 PROCEDURES:

7.1 The Chief Information Technology Officer, Executive Branch shall establish the ITAB Board. The CITO, Executive Branch shall serve as Chairperson of the Board and provide staff support to the Board;

7.2 Each entity shall appoint as their IT representative to the ITAB the person most qualified to discharge the intent of this charter. The ITEC or the Chief Information Technology Officer, Executive Branch may seek representation from additional state agencies to serve as voting members. Additional local, state, federal and private sector members may participate as deemed appropriate by the CITO, Executive Branch;

7.3 The Board shall organize and direct Technical Advisory Committees to address specific technology issues and resource management issues as necessary. ITAB members shall contribute personnel to support the activities of these committees;

7.4 At the direction of the Chief Information Technology Officer of the Executive Branch, in full cooperation with the Judicial and Legislative Branch Chief Information Technology Officers, the Board shall elect any officers from among its members that are deemed necessary to discharge its duties;

7.5 Each member of the ITAB shall carry out and support the duties and responsibilities of the Board members; and

7.6 The Board is an advisory group and not a decision-making board. As such, presentations by vendors will be made by invitation only.

8.0 RESPONSIBILITIES:

8.1 In consultation with Agency Heads, appointed members will establish procedures for their organization's compliance with the requirements of ITAB and ITEC;

8.2 Convene regularly established meetings to address information technology related issues facing state government;

8.3 Review procurement related issues as referred by the CITOs of each branch of government;

8.4 Review proposed programs and projects referred by Chief Information Technology Officers and make recommendations regarding the appropriateness of planning, technologies used, compliance with policy and standards, and resource estimates;

8.5 May address other information technology resource management issues at the request of the CITO, Executive Branch and the ITEC and make recommendations thereon; and

8.6 The Chief Information Technology Officer, Executive Branch is responsible for the maintenance of this policy.
