1.0 TITLE: Kansas Information Technology Architecture Change Management

1.2 TYPE OF ACTION: Update
2.0 PURPOSE: To define the change management procedures for the Kansas Information Technology Architecture.
3.0 ORGANIZATIONS AFFECTED: All Branches, Boards, Commissions, Departments, Divisions, and agencies of state government, hereafter referred to as Entities.
4.0 REFERENCES:
4.1 K.S.A. 1998 Supp. 75-7203 authorizes the ITEC to: Adopt information resource policies and procedures and provide direction and coordination for the application of the state's information technology resources for all state entities.
5.0 DEFINITIONS: The following definitions are applied throughout this policy and procedure memorandum.
5.1 Information Technology is an inclusive term to address the services and functions commonly associated with information systems and telecommunications.
5.2 Kansas Information Technology Architecture (KITA) describes the current information systems infrastructure that supports the applications used by the state. Its purpose is to guide the development of the information systems infrastructure and establish consistency across the state.
5.3 ITEC - Information Technology Executive Council, duties defined in K.S.A. 1998 Supp. 75-7202, 75-7203.
5.4 CITO - Chief Information Technology Officer, duties defined in K.S.A. 1998 Supp. 75-7205, 75-7206, 75-7207.
5.5 CITA - Chief Information Technology Architect, duties defined in K.S.A. 1998 Supp. 75-7204, 75-7206, 75-7208.
5.6 KTARB - Kansas Technical Architecture Review Board, membership, duties and responsibilities defined in ITEC Policy 4000R1.
6.0 POLICY: The Chief Information Technology Architect, assisted by the Kansas Technical Architecture Review Board, is responsible for:
6.1 Maintaining the KITA so that it accurately reflects, at all times, the best practices and direction of information technology use in the context of Kansas state government is critical to achieving our enterprise-wide goals of efficiency and effectiveness in responsive government.
6.2 Providing an orderly process of change which seeks wide agreement in architecture direction and which provides a mechanism for agency input to decisions will be defined in this policy.
6.3 Maintaining the KITA and for submitting proposals for architectural changes to the Information Technology Executive Council for approval.
7.0 PROCEDURES:
7.1 Agencies may request changes and extensions to the KITA in connection with proposed information technology initiatives and acquisitions during the process of CITO review of new projects. In these instances, the branch CITO may forward the request to the Chief Information Technology Architect for further review and action.
7.2 Agencies may request changes and extensions to the KITA at other times by forwarding the request directly to the Chief Information Technology Architect for review and action.
7.3 The CITA may refer the request for a change or extension to the Kansas Information Technical Architecture (KITA) to the Kansas Technical Architecture Review Board (KTARB) for analysis and evaluation. The KTARB should publish the requested change for comment and make it available widely through an Internet site dedicated to technical architecture matters. KTARB should invite interested parties to provide input to its review process. The CITA should carefully weigh the recommendation of the KTARB in a decision to carry the request forward to ITEC for approval.
7.4 The CITA may initiate consideration of changes to the KITA and should, in any case, secure KTARB review and evaluation of the proposal prior to submission to ITEC for approval.
7.5 The Kansas Information Technology Office will make the most current release of the KITA available in both paper and electronic form upon request.
7.6 The KITA will be updated and submitted to ITEC for approval.
7.7 The KITA will reflect via electronic form any changes that have been approved by the CITA and are awaiting ITEC final approval as “Pending Approval” Status for that standard.
8.0 RESPONSIBILITIES:
8.1 Heads of entities will establish procedures for their organization's compliance with the requirements of this policy.
8.2 The Chief Information Technology Officer, Executive Branch, is responsible for the maintenance of this policy.
9.0 CANCELLATION: Replaces ITEC Policy #4020 titled, "Technical Architecture Change Management".
