1.0 TITLE: Information Technology Identity Management Group Charter

1.1 EFFECTIVE DATE: July 24, 2008

1.2 TYPE OF ACTION: New Policy

2.0 PURPOSE: To establish an Information Technology Identity Management Group that is advisory to the Information Technology Executive Council (ITEC).

3.0 ORGANIZATIONS AFFECTED: All Branches, Boards, Commissions, Departments, Divisions and Agencies of state government, hereafter referred to as entities.

4.0 REFERENCES:

4.1 K.S.A. 2007 Supp. 75-7203 authorizes the ITEC to: Adopt information resource policies and procedures and provide direction and coordination for the application of the state's information technology resources for all state entities.

5.0 DEFINITIONS:

5.1 Information technology is an inclusive term to address the services and functions commonly associated with information systems and telecommunications.

5.2 Identity management makes use of the guidelines, regulations and procedures established to provide authentication of an individual's identity and subsequent protocols and methods for sharing the identity between and among entities.

6.0 POLICY:

6.1 The Information Technology Identity Management Group shall:

6.1.1 Review, define and recommend enterprise identity management standards for Kansas.

6.1.2 Promote coordination and cooperation among state entities for effective integration and use of identity management standards.

6.1.3 Identify current and emerging identity management technology standards and ensure that state technology standards remain aligned with them.

6.1.4 Collaborate with the Information Technology Security Council when defining and recommending security standards for identity management.

6.1.5 Promote standards for identity management life cycles in Kansas.

6.1.6 Provide guidance on identity management issues.

6.1.7 Recommend specifications for statewide contracts for common identity management requirements from providers qualified by the Division of Purchases.

6.1.8 Review proposed programs and projects referred by Chief Information Technology Officers and make recommendations regarding compliance with enterprise identity management policies and standards.

6.1.9 Provide guidance to the Kansas Chief Information Technology Architect regarding identity management aspects of the Kansas Information Technology Architecture.

6.1.10 Contribute to and support the Kansas Statewide 3-Year IT Management and Budget Plan.

6.1.11 Address identity management issues and make recommendations thereon to the ITEC.

7.0 PROCEDURES:

7.1 Upon recommendation by the Kansas Secretary of State, the Information Technology Executive Council (ITEC) shall appoint members from various entities within state government to serve on an advisory committee, to be known as the “Information Technology Identity Management Group (ITIMG)".

7.2 This group shall meet as necessary to review, define and recommend enterprise identity management standards for Kansas.

7.3 A majority vote of appointed members is necessary to recommend changes to this Charter

8.0 RESPONSIBILITIES:

8.1 The Kansas Chief Information Technology Architect is responsible for the maintenance of this policy.
